Charter Articles - Articles of the UFP Charter

  • Article 14, Section 31: The exact language has never been cited, but certain lines in this section permit the use of “extraordinary measures” in times of dire emergency.

Federation Regulations - Regulations of the UFP

  • Book 19, Section 433, Paragraph 12: Regulation concerning the ability of ranking Federation officials to give direct orders to Starfleet officers.

Galactic Emergency Procedures - Procedures followed by all vessels of the UFP

  • Title 15: Federation officials may assume direct command of Starfleet vessels under emergency conditions.

General Orders - Standing Orders to all UFP Personnel

  • General Order 0 - Omega Directive Upon detection of an Omega molecule, all Starfleet Captains are required to notify Starfleet Command immediately and are authorized to use any and all means available to destroy the molecule. This order supercedes the Prime Directive and all other General Orders.
  • General Order 1: No starship may interfere with the normal development of any alien life or society. General Order 1 is also better known as the Prime Directive. It supersedes all other laws and directives, with the exception of the Omega Directive.
    • Temporal Prime Directive: All Starfleet personnel are strictly forbidden from directly interfering with historical events and are required to maintain the timeline and prevent history from being altered. It also restricts people from telling too much about the future, so as not to cause paradoxes or alter the timeline.
  • General Order 6: If all life aboard a Federation starship has perished, the ship will self-destruct within twenty-four hours to protect other ships from potential hazards within.
  • General Order 7: No vessel under any condition, emergency or otherwise, is to visit Talos IV. This is the only death penalty left in the UFP.
  • General Order 12: On the approach of any vessel, when communications have not been established, the ship is required to take a defensive posture to secure the safety of the ship and its personnel.
  • General Order 13: Given by the commanding officer of a Federation starship, a directive for the crew to abandon the vessel.
  • General Order 15: No flag officer shall beam into a hazardous area without armed escort.
  • General Order 16: was a long-standing order initiated by Captain Jonathan Archer of the Earth Starfleet in 2151, directing any ship detecting a specific energy pattern emitted from devices known as the “Malkus Artifacts” to investigate, and to confiscate said devices.
  • General Order 24: An order to destroy all life on an entire planet, given only if a commanding officer deems that a society poses a clear and present danger to the Federation.
  • General Order 34: Starfleet captains will honor, respect, and display extreme tolerance for species-based customs and practices insofar as the safety of the vessel and its personnel are not threatened by such practices
  • Self Defense General Order- Starfleet vessels will respond to force with equal force and no more.

Starfleet Directives - Assigned by the UFP

  • Directive 010: “Before engaging alien species in battle, any and all attempts to make first contact and achieve nonmilitary resolution must be made.”
  • Directive 012: When engaged in contact with an unknown alien species, all attempts must be made to resolve said combat using minimum necessary force. In the manual, there is a discussion section stressing the importance of achieving communication with the hostiles so that conflict can be understood and resolved through diplomatic means. Such a battle is often the result of a misunderstanding or an unintentional intrusion into the territory of the attacking ship.
  • Directive 072: This directive prohibits the release of enemy prisoners during wartime without authorization from Starfleet Command.
  • Directive 101: Any individual accused of murder does not have to answer any questions.
  • Tactical Directive 36: The captain will not engage a hostile force without the protection of a security officer.

Starfleet Orders - Standing Orders for Starfleet Officers

  • Starfleet Order 1-202-B: A rarely used Starfleet regulation which permitted senior officers to commandeer private, commercial, and military spacecraft in emergency situations.
  • Starfleet Order 2: Starfleet regulation against the taking of intelligent life.
  • Starfleet Order 104: Paragraph B – In the absence of a starship’s assigned captain, a flag officer has the authority to assume command of the starship should he deem it necessary.
  • Starfleet Order 104: Section C - Should it be proven with admissible evidence that the flag officer who has assumed command is medically or psychologically unfit for command, the starship’s ranking officer may relieve him on that basis.
  • Starfleet Order 2005: Orders the destruction of a starship by allowing matter and antimatter to mix in an uncontrolled manner. This is a last resort for a captain that allows him/her to prevent their ship or crew from falling into enemy hands.
  • Starfleet Order 28455: Federation order that dictates the formal relief of a commanding officer by their successor
  • Special Order 66715: Federation order that states: “[Starfleet has] the authority to neutralize security threats to Deep Space 9 by any means necessary”.

Starfleet Regulations - Rules and Regulations for Starfleet Officers

  • Regulation 3, Paragraph 12: In the event of imminent destruction, a Starfleet Captain is authorized to preserve the lives of his crew by any justifiable means.
  • Regulation 6.57: At least two staff officers to be present during any treaty or contract negotiations.
  • Regulation 7, Paragraph 4: an officer is to be placed under arrest if accused of violating the Prime Directive, unless that officer can give satisfactory answer to such charge in the presence of the most senior fellow officers available.
  • Section 12, Paragraph 4 - Away Team Composition: Away teams must be composed of more than one crewmember. In a hostile situation, the Captain and the Executive officer may not beam down at the same time.
  • Regulation 17.43: Starfleet Officers are from participating in or instigating activities which are considered unethical by the United Federation of Planets.
  • Regulation 21, Section 6, Paragraph 4: Federation security supersedes the rights and privileges of Federation citizens.
  • Regulation 42/15: “Pressure Variances in IRC Tank Storage” Part of the basic operational specifications for impulse engines
  • Regulation 46A: If transmissions are being monitored during battle, no uncoded messages on an open channel.
  • Regulation 73-C, Subsection A: Required all Starfleet personnel to undergo a routine psychological scan at least once a year, or whenever deemed necessary by a physician.
  • Regulation 106, Paragraph 1: Bars the chief engineer from resigning while their ship is undergoing a class-two refit
  • Regulation 157, Section 3, Paragraph 18: Starfleet officers shall take all necessary precautions to minimize any participation in historical events.
  • Regulation 191, Article 14: In a combat situation involving more than one ship, command falls to the vessel with tactical superiority.
  • Regulation 256.15: Officers shall show professional behavior at all times.
  • Regulation 476.9: All Away Teams must report to the Bridge at least once every 24 hours.
  • Regulation 2884.3: Substances unstable in an oxygen atmosphere must be handled with care.
  • Regulation 619: The commanding officer must relieve themselves of command if their current mission leaves them emotionally compromised and unable to make rational decisions. Should the commanding officer not do so, it is the obligation of the executive officer to relieve them, with the validation of the commanding officer’s state by the chief medical officer.
  • Regulation 3287.0: Due to its high volatile nature, antimatter must be stored in magnetic confinement pods.
  • Procedure Q: If a state of deep hostility exists, a landing party is to beam down fully armed and ready for any kind of trouble.
  • Starfleet Reserve Reactivation: In the event of an emergency, reserve, retired or discharged officers may be recalled to duty in the event of an emergency.
  • Starfleet Uniform Code: All Starfleet officers will wear proper Starfleet uniforms while on duty. The Uniform Code outlines the uniform relevant to the ship, branch, rank, and duty for every situation, and contains exceptions for religious/personal decorations as long the person’s commanding officer approves and they do not interfere with the performance of their duties.
  • Medical Emergency on Alien Terrain: Away Teams on hostile Alien Terrain are required to keep an open com-channel at all times.
  • Planetside Health: All research personnel on alien planets are required to have their health certified by a starship surgeon at one-year intervals.
  • General Health: The ship’s surgeon will require a full examination of any crew member that he has doubts about, including the Captain."
  • Transporter: Nothing shall be beamed aboard until danger of contamination has been eliminated. Beaming down to the surface (of a planet) IS permitted, if the Captain decides the mission is vital, and reasonably free of danger
  • CMO: The Chief Medical Officer outranks the captain in health matters.
  • Confidentiality: A captain cannot order a doctor to violate Doctor-Patient Confidentiality, except in situations of ship security.
  • Interspecies Socializing: All Starfleet personnel must obtain authorization from their CO as well as clearance from their medical officer before initiating an intimate relationship with an alien species.
  • Infection Control: Specifically forbids the transport of unknown infectious agents onto a starship without establishing containment and eradication protocols.
  • UFP Regulation 342-188564.3 (Paragraph 3): A class-3 biohazard alert. All personnel not part of a Biohazard Response Team is to stay away from any site broadcasting such an alert.
  • Medical Transport: The transport of a patient is to be performed at the discretion of the attending physician.
  • Physical Violence: Striking an officer or rating subjects the initiator of the violence to a court martial.
  • Personal Authority: In extremis, a captain may invoke their “personal authority as captain” to order their subordinates to override the orders of a senior officer, even if the captain was not actually onboard ship at the time. Such an order would almost certainly result in at least an inquiry after the crisis had passed
  • Yellow Alert: A Starfleet vessel is required to go to Yellow Alert when actively targeted by any weapon system.
  • Culture/Politics: Starfleet officers are forbidden from interfering in the cultural/political/religious activities of non-member civilizations.
  • Correspondence: Any formal request or correspondence to a senior officer must be replied to by that officer.
  • Ground Combat Personnel:Ground combat personnel are to rotate off the front lines every ninety days.
  • Murder: No killing of intelligent lifeforms.
  • Territory: Encroaching on the territory of an alien species is prohibited.
  • Solar Boundaries: All ships must drop out of warp at the edge of a system before proceeding on to the inner planets

General Protocols - Starfleet Protocols and Codes of Conduct

  • Protocol 28 (Subsection D): In the event of hostile alien takeover Emergency Holographic Personnel are to deactivate and wait for rescue.
  • Protocol 121 (Section A): The Chief Medical Officer has the power to relieve an officer or crewman, including a superior one, of their duties if in the officer’s professional judgment, he or she is medically unfit.
  • Privacy: Personal/Private communications, logs, and material may not be reviewed without cause, and only by authorized security personnel with the permission of the officer’s commanding officer.
  • Transporter Safety: Transporters are no to be used while a vessel is in warp.
  • Prisoner Treatment: Prisoners are to be treated in accordance with the UFP’s regulations on detainment.
  • Gender: The designator “Sir” is used to refer to Starfleet personnel, regardless of gender. Senior officers may designate a preference if desired.
  • Captain: The commander of a Starfleet vessel is always called Captain, regardless of rank.
    • Marine Captains deployed on Starfleet vessels are called Major for the duration of their assignment.
  • Correspondence: Any formal request or correspondence to a senior officer must be replied to by that officer.

Federation Codes - Communication Codes for UFP Vessels

  • Code 1: signals either a total or imminent disaster, a possible invasion, or indicates that the Federation is either currently or about to be engaged in open warfare with a hostile power. The code requires all Starfleet personnel within the affected area to immediately assume a ‘war’ footing or posture. It is also colloquially known as “Defense Alert”, or a “Priority One Alert”.
  • Code 1-Alpha-Zero: Indicates a starship in distress
  • Code 7-10: a “quarantine code”. No Starfleet or Federation-registered starship is to approach a system or vessel which is broadcasting Code 7-10.
  • Code 47: an ultra-secure communications protocol. So secure that all traces of a Code 47 transmission or communication are automatically wiped from all computer records.
